Early Warnings: The Failure to Understand America’s Vulnerability

Brian Kennedy, President of The Claremont Institute delivered a speech at Hillsdale College entitled, ‘Early Warnings: The Failure to Understand America’s Vulnerability.’ The attack on an electric substation in San Jose, California, reveals two things: first, the vulnerability of the U.S. electric grid from terrorists and, second, that we are war with enemies both foreign and domestic. Neither the vulnerability of the United States, nor that we are at war, has been explained adequately to the American people.
