New Hampshire Leads Bipartisan Effort to Secure the Grid!
Bipartisanship Still Exists in New Hampshire

Back in 2019, Representative Kat McGhee met with a constituent in Milford New Hampshire. The constituent was concerned about the threats to the electric grid and the lack of transparency in the regulatory system. (Yup. It was me.) After considering her constituent’s concerns, Rep. McGhee wrote a letter to the federal government on behalf of her constituent. She listened to her constituent’s concern and took action. She won my vote.
Also, back in 2019, Rita Mattson attended a presentation at the home of a prominent New Hampshire patriot, the late Augusta Patrone. There, Rita first met members of the Secure the Grid Coalition. After hearing them speak about the threats to the electric grid, she decided to do something about it. Among other things, she ran for office and was elected to the New Hampshire House of Representatives.
It was the New Hampshire delegation to the National Council of State Legislators who proposed a resolution on protecting the grid from EMP and GMD. The Resolution passed unanimously. It was this resolution which inspired the S.A.V.E. Transformers Act.
Fast forward to 2026. Kat McGhee and Rita Mattson – both on the House Committee on Science, Technology and Energy – Co-Sponsored the S.A.V.E. Transformers Act, (“Survey All Vulnerable Electric Transformers Act.”) HB 1723. The Committee held a hearing in which LTC Tommy Waller of STG testified as to the danger of EMP and GMD to the grid. Interestingly, the utilities testified that their solution to the GMD problem is “load-shed.” In other words, shutting down the entire grid, leaving hospitals, fire departments, citizens and businesses without power. That has never been done before and there are real questions about whether it would even work.
The New Hampshire House of Representatives passed the S.A.V.E. Transformers Act, and the bill now heads to the New Hampshire Senate.

But New Hampshire did not stop there. Representative Mattson got 54 signatures of legislators, Executive Councilors and former U.S. Senators on a letter to the Federal Energy Regulatory Commission (FERC) in support of the Secure the Grid Coalition complaint in docket number EL26-49-000.
The filing urges the Commission to carefully consider the merits of the complaint and protect the grid from ground induced currents from GMD and E3 HEMP:
“We are bipartisan state legislators who are so concerned about the inadequacy of NERC standard TPL-007 in protecting the grid from space weather or E3 HEMP, we sponsored state level legislation to begin to address the lack of protection of the components of New Hampshire’s electric grid. (New Hampshire HB1723.)”
Politicians working across the aisle. Imagine that. Well, folks. Bipartisanship is alive and well in New Hampshire. The New Hampshire House recognizes that the security of the electric grid impacts everyone. Republicans and Democrats will suffer equally if the grid security problem is not fixed.
What a great example for the rest of the country.
